Project Background

The National Training System to Ensure Low-Carbon Building Performance to Reduce Energy Consumption is a five-year (2025-2030) national workforce development initiative designed to strengthen Canada’s skilled trades workforce while advancing

Through the development, implementation and evaluation of Canada’s first Mechanical Insulation Energy Assessment Training Program, the project will equip approximately 1,800 apprentices and journeypersons from the Heat and Frost Insulator Red Seal trade with the technical, operational and communication skills required to conduct high-quality energy assessments across Canada. Developing this next generation of certified mechanical insulation energy assessors will help improve building energy performance, reduce greenhouse gas emissions and support Canada’s transition to a low-carbon economy.

The Government of Canada is investing nearly $10 million through the Union Training and Innovation Program – Sustainable Jobs Stream under the Canadian Apprenticeship Strategy to support the development and delivery of this national initiative. By investing in high-quality training, this funding strengthens workforce capacity and helps ensure Canada’s skilled trades workforce is prepared for emerging opportunities in energy efficiency and sustainable construction.

On February 6, 2026, Secretary of State John Zerucelli announced nearly $10 million in Government of Canada funding through the Union Training and Innovation Program (UTIP) to support the International Association of Heat and Frost Insulators and Allied Workers’ national training initiative, helping equip approximately 1,800 apprentices and journeypersons with advanced energy assessment and energy-efficiency skills.
